World Bank EXCEL Project to impact 362,000 teachers and students

The World Bank has disclosed here that its new project, Excellence in Learning in Liberia Project or EXCEL, will impact about 362,000 people, including teachers, students, and staff across the fifteen counties of Liberia.

“The Excellence in Learning in Liberia (EXCEL) project builds on past gains with sharp focus on tackling Liberia’s urgent education crisis. It will reach all public elementary schools across all 15 counties, impacting roughly 362,000 people — students, teachers, and staff.”

The World Bank Country Manager Ms. Georgia Wallen spoke late yesterday July 23,2025, at executive mansion when the World Bank and the government of Liberia sign $US88.7 million EXCEL agreement to transform public primary education and boost foundation learning across the country.

According to her the Excellence in Learning in Liberia (EXCEL) project builds on past gains with sharp focus on tackling Liberia’s urgent education crisis. It will reach all public elementary schools across all 15 counties, impacting roughly 362,000 people — students, teachers, and staff.

The World Bank envoy disclose that the project is in line with the government ARREST Agenda for Inclusive Development (AAID) and Liberia’s Vision 2030, EXCEL aims to improve foundational learning and access in public primary schools and to strengthen the education system.

Ms. Wallen further that the project was the largest-ever World Bank investment in Liberia’s education sector to date.

According to her the EXCEL targets root causes of the weak learning outcomes in Liberia’s public primary schools while also aiming to generate system transformation by strengthening the education system.

She name prioritizing foundational learning and development of teaching and learning materials, evidence-based instruction on foundational learning, and improving equitable access to primary education.

She told the Liberian government that EXCEL is a flagship project under its new Country Partnership Framework, which was recently approved and will be launched later this year. EXCEL is a keystone for delivering the new CPF’s focus on building foundations for more and better jobs, she concludes.
